The 78 cards of Mayor
The Mayor deck has 78 illustrated cards: 56 cards in four suits (Red, Yellow, Blue, Green), 19 Buildings numbered 1 to 19 that are the trumps, and 3 Specials: the Thief, the Casino and the Crane. In the advanced game each card is worth votes; the deck holds 118.

The four suits
Each suit has 14 cards. From 1 to 10 a building goes up, from the foundations to the roof; then come four figures: the Policeman (2 votes), the Fireman (3), the Doctor (4) and the Mayor (5). The cards read both ways up, like a classic deck.

The 19 Buildings
The Buildings are the trumps: without the suit led you trump with a Building, and the highest takes the trick. They run from the Power station (1) to the Town hall (19), whose holder becomes the candidate. The Prison (3) can also stop the Thief.

The 3 Specials
Specials can be played at any time. Once played they go to the opposing team, unless a Thief succeeds.
ThiefTakes the whole trick in the basic game; diverts the card worth the most votes in the advanced game. 
CasinoName the top card of the opposing pile to win up to three (basic), or a card in an opponent's hand to swap it (advanced). 
CraneTakes the top two cards of the opposing pile (basic), or the top card (advanced).
